Answer:
Our Weather is an easy to assemble and test for anybody that wishes to build their own weather station. It includes all the electronics (including the computer - a WeatherPlus board (containing an ESP82566). A good first kit for anybody.
GroveWeatherPi contains many more sensors and is more difficult to build, but has much more flexibility and is easier to modify. It is based on a Raspberry Pi (which is not included).
Neither kit contains the enclosures (check out Bud Enclosures on Amazon).

Assuming you mean SunAirPlus (used in the OurWeather Solar Extender kit), the answer is probably not.
Looking at the Odroid XU4, it seems to need 4A @ 5V. That is way beyond the capability of the SunAirPlus board (1A).
