I am trying to use the solar power extender and the air quality sensor on the same weather plus board. When addr pin is disconnected scan identifies I2C correctly 0X48. When addr pin jumped to any of the onboard sda scl Vic or Gnd the entire system freezes. I2C activity light goes solid. This behavior is consistent on both the weather plus board and on arduino uno. Have tried everything I have found on forum and internet. 3.3 volt, changed the wires, removed everything except 1115. I get the same results with other sensors.

Hmm. You mean that you get the same results if there are no sensors connected?
Are you running the ADS1115 board on 3.3V or 5V? The power line to the Grove connectors.

I did not try with no sensor. I connected other sensors to determine if the problem may be a bad air quality sensor. No matter what sensor is connected the system freezes up when addr pin is connected to any of the address pins. The only address that works is 0X48. I have installed the system without air quality sensor as there is no way to get good results of air quality in a sealed weather station. I tried both 3.3 volts and 5volts.

How did you try 5V? If you connected 5V to the WeatherPlus Board I2C lines, you probably blew the board.
