At times I have my system set up to automatically run skyweather.py as per the manual by editing \etc\rc.local and adding the two commands to run pigpiod and skyweather
It works...
But then at other times - when I am playing and debugging what is going wrong I comment out those commands in /etc/rc.local so I can just run things manually, stop it, re run it etc...
But what I have noticed is doing this manually now is causing an error when I am trying to run things manually.
pi@weather:~ $ cd SDL_Pi_SkyWeather
pi@weather:~/SDL_Pi_SkyWeather $ sudo pigpiod
2019-07-27 09:06:31 initInitialise: Can't lock /var/run/pigpio.pid
Can't initialise pigpio library
pi@weather:~/SDL_Pi_SkyWeather $
How do I fix this ?

Don't worry - found it.... the other lines in etc/rc.local was commented out - but this one for pigpoid was not commented out - so each time I booted the machine it was already running it for me.
Phew - 1 item off the list of things to fix / do
