This is super strange.
Just start the python from the command line. Does it duplicate there?
How did you kill (exact command) to do this?

Now, that is a perfectly correct ps with one instance running. I use "ps xaf" which makes it obvious what is connected to what.
What I would do to kill that instance:
sudo kill -9 12730
