Now, my next question is: is there a way to tell if a device is connected to the USB output? Thanks!

Another way (assuming the USB is on!) is to check the current out of the USB. You can do this with a USB PowerCentral board

Of course, some computer has to read the INA219 on the PowerCentral Board.
