ok, it seems I have multiple python versions on the pi and the test script for the bmp280 needs an older version with the adafruit modules. But trying to install those I get the error that there are no setuptools available anymore for the python version.
I guess I am lost now.
Is there any chance to get a sdcard iso with a working raspberry pi os and the weatherboard software or something similiar (backup file?) that I can use to make a running version sd card and try it with that?

I made a clean install and tried again. When I run the software the first time, the bmp280 shows up in the head of the GroveWeatherPi.py software - ist says "Present". But then I am getting the same I/O Error again and when I close the GroveWeatherPi and do a i2cdetect -y 1 it is again gone.
So I guess I really have 2 broken boards:
