There's a hard coded "No Alarm" text in SyWeather2 status_page.py file when setting up Row5 for html -page. If you trust in it, okay. You can also alternatively use pi's operating system command 'vcgencmd get_throttled' to get real information about your pi's state. of course some coding is required, but after that you can replace fixed "No Alarm" text with "Pi CPU Throttled Status" information. It at least helped me to locate a problem, which caused around 50 % of my 'Pi CPU Loading' . 'Top' command executed in LX terminal window revealed that VNC package's vncserver+ process was guilty for that. I don't have any need for that - and it's information -, but it is initially activated in SDL SDCard. You can stop running it with raspi-config Interface Option's P3 VNC selection .
