I'm going to run another test using your ffmpeg command line. Back in a day or so.
I have no explanation why some folks work.

Following up on this, your last post made me try to just submit the ffmpeg manually myself instead of via the script. It prompted a package that I was missing. Installed the package and now timelapses are available. May be worth others noting that as a troubleshooting technique as when you run the test it does not post that error Thanks!

To troubleshoot - I ran the command: /usr/bin/ffmpeg -r 20 -i /home/pi/SDL_Pi_SkyWeather2/static/BuildTimeLapse/pic_%04d.jpg -c:v libx264 /home/pi/SDL_Pi_SkyWeather2/static/TimeLapses/SkyCamPi/SkyCamPi_2021-10-23.mp4
The system returned that this path did not exist. Upon that response, I realized that I never installed ffmpeg (oops!) To correct this I ran the following. Once that installation was complete, I reran the test script and all worked as expected!
sudo apt update sudo apt install -y ffmpeg Hope this helps someone else!
