Is it possible to solder a Grove connector with a pigtail to a NeoPixel ring and control it through a Grove connection (e.g. Pi2Grover) on a Raspberry Pi? Based on what I've read, I was thinking the Grove SCL is not needed and I would simply solder +, GND, and SDA to the NeoPixel and connect to digital I2C on Pi2Grover. Is that correct? Also, would I simply set the appropriate GPIO pin to high/low depending on whether or not I wanted to turn on/off the LED?

Sure. This irequires a Grove Data connection and not an I2C connection. You can't connect NeoPixels to a I2C connector.
