I'm trying to get my 8RGBW neopixel stick to light up, also. I'm using SwitchDoc's software for SmartGardenSystem on an RPi 3.

Grove connectors are great for keeping the wires proper. The 8RGBW neopixel stick has both an input and output Grove connector. What if, the 8RGBW neopixel stick's Grove output connector was connected to the RPi's HAT in reverse (instead of the stick's input connecting to the RPi HAT's for the SMART GARDEN SYSTEM (part J) the output of the stick was plugged into the HAT (D19/D20) pin) could this 'fry' break the stick?
I've tried various online neopixel setup tutorials for the RPi to check if the stick works with no success. This doesn't conclude I have a 'bad' stick, however, because I might just not have it connected properly to the RPi pins. What should I do next to solve this issue with the neopixel stick not working with the SGS?

No problem with frying the Pixel Stick by plugging it in backwards. Just won't work.
Make sure you have ALL the drivers installed for the Smart Garden System. It's a tricky install to make sure all the Pixel drivers are installed. See README.md

I am also getting no love from the neopixel on a pi 3. Everything else in the smart garden is working except this stick. Any ideas?

I think you have it plugged into the wrong Grove connector on the Raspberry Pi. The original assembly manual had an error in it. Step 17 should have read:
We had a mistake in Step 17. It should now read:
Step 17) Connect the 20cm cable (Part M) plugged into the end of the Grove Pixel RGBW Stick marked INPUT (Part J) (routing it through the provided hole) and then into Port D21/D26 on the Pi2Grover (Part A)
And it was my mistake too! Laurie gave me my beer back though.
