I have followed all the various directions and nothing works. The esp32 will not show up in the board manager, the directions in terminal will not work to completion. I am getting very frustrated.

ddparker, ok, I'll see if I can help you as I have not had a smooth go of this either, but have persevered to try different things. It does work.
1) The installed Arduino Directory which is usually located at /Documents/Arduino and go into /Documents/Ardiuno/hardware and delete the entire espressif directory. If it is not there, check in your Preferences to get the right directory.
2) Open up the Arduino IDE.
3) Open Up Preferences, hit the box to the right of "Additional Board Manager URLs"
4) Cut and paste the following into the box.
https://dl.espressif.com/dl/package_esp32_dev_index.json
5) Hit OK on the box and OK on the preferences box.
6) Close Arduino and Restart the Arduino IDE
7) Go to: Tools->Boards->Board Manager
8) search on ESP32. Only one will show up. Select it.
9) Click on Install
10) Close and Restart the Arduino IDE again
11) Go to Tools->Boards and select "Adafruit ESP32 Feather". It will not necessarily show in alphabetical order and you may have to scroll up and down to locate it. It is there.
Now, you said you have followed these instructions implicitly. Can you perform the steps and if you get any errors or problems, take a screenshot and post in this thread?

In fact that is cause the directories in Documents/Arduino/hardware/espressif.... to be created.. You don't them and can delete as in my post above in step #1.
What OS and version of Arduino are you using?

ver 1.8.6 macOS I solved most of problems but now trying to compile ver .008 and I keep geeing TimeLib.h doesn't exist

Go to this link github.com/PaulStoffregen/Time and download the .zip file. Then, in the IDE, go to Sketch>Include Library and click on Add .ZIP Library... In your file download area, you should be able to find the Time-Master.zip. Click on it and Open. It will install the Time.h required for the compilation of the sketch. Try to compile. If you get a repeat error, ,then close the IDE and restart it. Then re-compiling should work.

to John Shovik, this BC24 does not work I am done I would like to have my money back. Bluetooth does not work, WiFi does not work, Arduino IDE does not work. I am totally fed up with the lack of support on this product.

The BC24 board works perfectly well. WiFi works. Most people, but not all, have gotten the compiler to work and are programming the board. Did you install the TimeLib.h library as PowerJockey suggested?
We have installed the Arduino IDE on multiple machines and are being successful. It sounds like you have this library problem. Can you copy the exact error that you are getting (after installing the TimeLib.h library as above) and we will help you out.
Regarding getting your money back, no problem. Please PM me and I will issue an RMA# to you.

The only part in all of this that does not work is the BC24. the IDE works but cannot connect to the BC24. The ESP touch appears to work but cannot connect to the BC24. It is not possible to update the sketch if you cannot communicate with the ESP32 on the BC24. I don't want my money back I just want some reliable help to make it work.
I have an android and iOS phone, each with several esp32 apps, none will connect with the BC24.

I have uploaded a few of the Example sketches that are listed under Files>Examples. The 01.Basics>Blink uploads just fine and I am greeted with an LED on the board which blinks red in colour.
The Arduino problems have nothing to do with the board. Numerous boards don't work if libraries are not added, the board is not added and the board is not selected with the appropriate perimeters. It can be frustrating, I know as I started with the Arduino a couple of years ago, but now I look for boards and projects that use it to upload. It really is easy to use, even tho it may not seem like it this point.

I would try the RESET button versus the MODE if you give this link a try.
