I was eventually able to get my i2c to recognize on another raspberry pi (I'm guessing my red-bear board may be conflicting with the i2c) and I found the python code example and got it to run properly on that pi. But is there a reference for the i2c or do I just have to make my own by nit-picking the python code? e.g. what registers store what kind of information, what can be retrieved, what (if anything) can be set, bit/byte width of registers and so forth?

You can find all the information on the INA3221 IC for the I2C interface on the TI website in the INA3221 specification. That's what we used!
