Working on it now for the new Solar Power Night Light Kit. I'll be finishing this up tomorrow and posting a blog on www.switchdoc.comAnd when I say "I'll" I mean that John gets to finish the manual! BP

Battery and panels are plugged in. However, a couple of questions.
1) What is the Battery? It looks like it is on some card. We have no idea if something on that card is interfering with the charger.
2) Solar panels require a lot of sun to charge a battery. Check the voltage on the solar panel. To get a good charge you should see above 5.V. Check the battery voltage too.
Do you have the USB Control port plugged into the Serial port on the BC24? That's not going to work.

The battery is RPi 3800mah battery
2. I'll see what kind of voltage is being returned.

Again, we don't know anything about that board and something may be interfering with our charger chip. Do you have a link about that board and I'll take a look at it.
