I have an issue withe the Weather board, I cannot read the BMP280 onboard. Having read through other posts, I have tried with both 3.3V and 5V on VDD. In both cases, no joy. Oh, and I do not have VCC connected to 5V.
I used an I2C scanner found within this general topic, and it reports nothing is found. However, I can find the RTC if I use the DS2321 INO. I can find my weather instruments. All connections are via Grove because I do not trust my soldering skills for such small pads.
Any other suggestion? At what point do I assume the board is defective, and ask for a replacement?

You find the DS3231 by using an I2C scanner when you have it plugged into the WeatherBoard? If so, that means you have a bad WeatherBoard (BMP28 specifically).
Send a picture of your setup (to let me see it) and if it all looks alright, I'll give you an RMA and we will get it replaced.

BP That is not quite correct. the I2C scanner finds nothing, but the DS3231 INO I have on hand sees the DS3231, and I have initialized the clock.
I have a bunch of pictures for you, but I need an e-mail address since the add photo function wants a URL. The detail of the weather board show the Grove connections, but my instrument bundle is not plugged to the RJ11s for clarity. All of the grounds from the Groves go to the breadboard, and are tied back to my Uno. My sole red wire ties to VDD/3.3v.

I'm thinking this is some kind of a problem with voltages. The DS3231 should show up on the i2c scanner.

As I am typing this, I am also adding screw terminal strips that I did not yet have at the time of the original post, that may help.

Apparently, the screw terminals I added did the trick. I can see the BMP280 just fine now, as well as the RTC. Now, to buy Amazon out of terminal shields for my other projects...

You had a loose connection or loose ground. Bizarre data happens with bad grounds.
