Hi,
I have the suncontrol board connected to 18W/1A solar panel with DC/DC, which brings down the voltage to 6V/3A. The sunboard is connected to 8000mAh battery and RPi3. I had it charging the battery and power the RPi3 during the day and during the night it was only using the battery, until it eventually died. In the morning it started charging the battery when the sun was up and it took it 2-3 hours to charge it enough to turn it on. However, since then, the suncontrol board doesn't seem to provide enough current at the USB port to power both the RPi3 and the 4G/LTE module that I have connected to it. I tried connecting the board to the 5V input with the same result. The RPi3 by itself seems to be using 200mA or so and with th 4G/LTE module goes up to 500mA, but it is not near the max 1A. The suncontrol seems to be able to power on the RPi3 by itself. I tried different batteries with the same result.

I also connected a phone to the USB port and it acts the same way. It will pretty much cut the power to the USB every 1-2 seconds or so. The RPi3 keeps rebooting and the phone keeps starting to charge every 1-2 seconds.

Do you know what the battery voltage is? Sounds like maybe the current you are pulling is too much for the hysteresis circuit.

the battery voltage is around 3.9v I didn't have problem with that all day yesterday. Just started experience it today after a full discharge and re-charge. However, since then I tried with another battery with the same result.

I just re-read your initial posting. I suspect you have fried the SunControl board with the 18W/1A solar panel with DC/DC converter. Where and when did you buy SunControl?
