new HAT install - BMP280 not found by i2cdetect

I've been running my WeatherRack2 KickStarter installation for a while now, and just set up the SkyWeather2 Upgrade kit.

When I start SkyWeather2, the feedback regarding the BMP280 looks encouraging:

...
BMP280: Present
SkyCam: Present
AS3935: Not Present
OLED: Not Present
...

But i2cdetect cannot locate it:

I'm running the official SD card image.  Have I missed a step somewhere?
