I've been running my WeatherRack2 KickStarter installation for a while now, and just set up the SkyWeather2 Upgrade kit.
When I start SkyWeather2, the feedback regarding the BMP280 looks encouraging:
... BMP280: Present SkyCam: Present AS3935: Not Present OLED: Not Present ...
But i2cdetect cannot locate it:

Now that is bizarre.
Check to see your card is plugged in correctly. Look really closely.
Reboot your pi and reapply power.
Never seen this before. You have anything else plugged into the I2C bus?

Your advice to look really closely was key - thanks.
Looking from the side I realized the HAT was offset so that only 20 pins were engaged. I reseated it correctly, and now the BMP280 is recognized and behaves as it should.
Another one to file under "dumb things users do", I guess.
