We are at a loss here too. You might have a bad board. I will point out that in our new design (the ThunderBoard) we buffered the I2C bus to the AS3935 because of I2C problems with the MOD-1016 board (and others) with the Raspberry Pi I2C interface.

OK!!
I have received the New Grove Thunderboard. I've tied it in as instructed in this thread, and......
NOTHING is detected when it's on the I2C port of the Pi2Grover. Nothing meaning NO devices are detected. Locks up the bus or something. If I move it to an I2C port on the mux, everything else works again, EXCEPT the Thunderboard is still not detected.
So I2C to I2C and the INT to 13/16

Are you sure you have plugged it in correctly? Check to see if you have put the I2C to I2C on the Thunderboard?
Can you take a close up picture of the ThunderBoard and the Pi2Grover?

Ok Here's some pics of the whole kit and caboodle. (without power management stuff) Currently it's plugged into an I2C port on the MUX because if I plug it into an I2C on the Pi2Grover, it locks everything up.

If you are SURE that you have the I2C in the I2C port on the Pi2Grover board and it locks up, then you have a bad board.

Absolutely. I have just now re-verified, and can see that the white INT light on the Thunderboard is continuously lit. I guess I'll have to mail it back. Thanks!

I just realized that you wanted me to plug the thunderboard in directly. I did that and I have a light but it still doesn't work.

Hi, It's on my desk. My bad. I didn't give it to John. We will get it out on Monday.
BTW, If you are running GroveWeatherPi with the THunderboard directly connected to the Raspberry Pi, you need to pull the I2C Mux - TCA9545 too. Otherwise it looks for it on another bus.

Thanks! Eager to get this project finished! Yeah the TB was hooked up to the Pi2Grover, as far as I am understanding, that's the preferred method?
