What would be the benefit of having a , say 4700uF capacitor across the solar panel leads as suggested by the Suncontrol board? Would that help with rapidly changing cloud cover and the associated swings in the solar panel voltage? or would that need a much beefier capacitor?

It's basically a stabilization capacitor. This will help. As a rule of thumb, the more solar panels you have, the larger the capacitor you should have. 4700uF should be fine for 6W or so.
The 5.6V Zener diode helps with this too.
