Update for anyone that might be interested in this USB hub reset application...
The Y-cable didn't work, presumably because my USB hub "leaks" the USB input cable's 5vdc to it's external power input. So LIPOBATIN is still seeing 5vdc via the Y-cable, even though the external 5vdc to the Y-cable is off via my foot-switch. So the PowerControl NE never turns off.
Perhaps it could be remedied with a diode on the Y-cable's leg that goes to the USB hubs 5vdc input. However, the hub's input voltage would then be reduced to 4.3vdc, due to the voltage drop across the diode. That seems less than ideal, as I don't know the implications to all of the USB devices that are plugged into my USB hub.
So for now, I'll just stick with using the separate Apple USB power cube for enabling/disabling LIPOBATIN, as that works perfectly.

Here's the completed USB Hub Reset rig:
The LIPOBATIN enable/disable cable is secured with zip-ties to insure that it doesn't accidently get pulled out. And I enclosed the PCB in heat shrink tubing to protect it.
The on/off foot switch is a "Linemaster All-Purpose Foot Switch". I ordered it from Amazon for $19. Just be aware that its piggy-back plug is 2-prong style. There's also a "DCT Woodworking and Sewing Machine Foot Pedal Control Switch" available on Amazon, if you need one with grounded connectors. But I prefer the piggy-back plug of the Linemaster, as that keeps things neater under my desk.
